Dr Neo Boon Siong

Dr Neo Boon Siong retired from the Nanyang Technological University as the CANON Endowed Chair Professor and twice served as Dean of the Nanyang Business School. He served as Chairman of the Board of Governors of the Singapore Navigators and is a Director of Global Resource Construction Ltd and St Luke’s Eldercare. He was previously Chairman of k1 Ventures Ltd and Director on the Boards of OCBC, Great Eastern, OUE Hospitality Trust and other listed companies.

Dr Neo received a Public Administration Medal (Silver) from the President of the Republic of Singapore in the 1999 National Day Honours Awards and is the lead author of the best-selling book on Dynamic Governance: Embedding Culture, Capabilities and Change that was launched by Singapore’s President SR Nathan in July 2007.

With more than 40 years of professional experience, Dr Neo is a leading expert in public sector governance, business strategy, process management and organizational change. He has led advisory and consulting engagements in many leading business corporations and government agencies. He has also facilitated offsites, workshops and seminars for global business and public sector leaders in Singapore and abroad.

Dr Neo is a Chartered Accountant (Singapore) and holds a Bachelor of Accountancy (Honours) from the National University of Singapore, and MBA and PhD degrees from the University of Pittsburgh, USA.

Ms Deanna Ong

Ms Deanna Ong was appointed Chief People Officer in April 2017. She oversees human resource strategy to attract, develop, and retain talent for enterprise performance, with the right values and culture for GIC. Her areas of focus include leadership development, reward and engagement for business effectiveness, and organisational culture. She has been responsible for human resource and organisation and corporate governance since 2012. Ms Ong was Director, Finance from 2009 to 2014, during which she headed the finance group responsible for financial management across the GIC Portfolio, covering financing for assets, tax planning, investment holding structures, and management of group revenue and expenditure. Prior to joining GIC in 1994, she was a tax accountant with Arthur Andersen. Ms Ong is currently a board member of Swiss Re Ltd, National University Health System, and Wealth Management Institute International Pte Ltd.

Ms Ong holds a Bachelor of Accountancy from Nanyang Technological University. She has completed the Stanford Executive Program from the Stanford University Graduate School of Business.

Ms Foo Mee Har

Ms Foo Mee Har is the CEO of the Wealth Management Institute (WMI) as well as a member of WMI’s Board of Trustees. Founded by GIC and Temasek, WMI is Asia’s Centre of Excellence for wealth and asset management education and research. Under Ms Foo’s leadership, WMI has grown into a leading education institute with over 20,000 enrolments annually. It serves a diverse community of professionals across Asia—including wealth and asset managers, lawyers, trust professionals, family offices, and financial regulators. WMI helms the Global-Asia Family Office Circle, a network platform that fosters a trusted environment to build capabilities and community in the family office sector. The GFO Circle is supported by the Singapore Economic Development Board (EDB) and the Monetary Authority of Singapore (MAS). WMI is also host of the Asia Centre for Changemakers, supported by Temasek Trust and the Philanthropy Asia Alliance.

Ms Foo served as a Member of Parliament in Singapore from 2011 to 2025. She held key appointments, including Chairman of the Public Accounts Committee and the Estimates Committee—select committees of the Singapore Parliament. She also served as Vice-Chairman of the Government Parliamentary Committee for Finance and Trade & Industry, and as a member of the Government Parliamentary Committees for Education and Manpower.

Ms Foo started her career in management consulting. Her private sector experience includes a two-decade stint with Standard Chartered Bank, during which she held a number of senior positions including Global Head for Priority Banking & International Banking covering 30 markets in Asia, Middle East and Africa; President & CEO of Standard Chartered Bank Thailand; as well as Country Head of Consumer Banking China. She brings over 30 years of experience in both the private and public sectors, including leading a diverse portfolio of international businesses.

Ms Foo graduated with a Bachelor of Science (First Class Honours) degree from the University of New South Wales, Australia, with a major in Occupational Psychology. She has attended executive management programmes at the London Business School, Templeton College (Oxford University), and INSEAD.

She is married with 2 sons, has lived and worked in several countries including Singapore, Malaysia, Australia, China, and Thailand.

Mr Lee Lung Nien

Mr Lee was appointed Citi Country Officer in October 2025.

As Citi Country Officer and Banking Head (CCOBH), Mr Lee oversees all Citi businesses and operations in Singapore, driving franchise performance, managing key regulatory relationships, and ensuring a robust risk and control environment. He is responsible for maximising Citi’s business with all clients present in Singapore across all products and subproducts both locally and abroad to further Citi’s vision of becoming the preeminent banking partner for institutions with cross-border needs.

Mr Lee most recently served as the Chairman of Citi Private Bank for South Asia and was appointed to this role in September 2020. In addition to his Chairman role, Mr Lee was also named the Head of South Asia and Global Market Manager for Singapore, Malaysia and Thailand in August 2023. In November 2023, Mr Lee took on the role of Asia South Cluster Head of Private Bank.

A 35- year Citi veteran, Mr Lee has held numerous other senior leadership roles, including CEO for Citi Malaysia, COO for Citi Singapore, APAC AML Business Head, APAC Head of Corporate Sales and Structuring for Markets and Markets Head for Malaysia. With extensive international experience across London, New York, Malaysia and Singapore, Mr Lee brings deep client knowledge and local connectivity to help drive the Singapore franchise to new heights.

Mr Lee is a qualified Fellow Chartered Banker. He is also an active member on a number of boards. He graduated with a Bachelor of Business Administration, Magna Cum Laude from Chaminade University in the U.S.

Mr Richard Young

Mr Richard Young, Partner, Allen & Gledhill, has extensive experience in domestic and cross-border mergers and acquisitions (with particular focus on share and business acquisitions), local and regional joint ventures, schemes of arrangements, amalgamations, capital reductions, corporate reorganisations as well as general corporate and commercial law.

Mr Young has been cited for his expertise in mergers and acquisitions and recognised as a leading individual for Corporate/M&A in legal publications such as Chambers Global and Chambers Asia-Pacific. Chambers Global has noted that Mr Young is “held by peers to be ‘one of the next generation, the up-and-coming ones’ in the M&A sphere”, while in Chambers Asia-Pacific, he has been described as “very savvy, very quick on his feet and a good negotiator.” In The Legal 500 Asia Pacific, Mr Young has also been noted by clients to be “very commercial”, “very bright” and “has the confidence of private equity investors”. Mr Young is also noted for his work in M&A by IFLR1000.

Mr Young graduated from the National University of Singapore with an LL.B. (Hons) degree. Mr Young joined Allen & Gledhill on a scholarship in 1995 and became a Partner in 2000. During his time at Allen & Gledhill, he undertook a secondment as Regional Legal Counsel for the CNBC Asia and National Geographic cable channels in Singapore, and later with General Electric International Inc, in Hong Kong. He also had a one-year stint in the London office of Linklaters, where he gained considerable experience on cross-border transactions.

Work Highlights

Acted for Singapore Press Holdings Limited in its S$350 million spin-off of its media business to SPH Media Trust as well as its subsequent S$4 billion take-over and privatisation by Cuscaden Peak Pte. Ltd.
Acted for Temasek in the merger of Temasek units, Surbana International Consultants and Singbridge Group with JTC subsidiaries, Ascendas and Jurong International to create a single platform worth S$5 billion which is one of Asia’s largest integrated urban solutions providers.
Acted for GIC Real Estate in the acquisition of ProLogis’ property fund interests in Japan and China for US$1.3 billion, with this eventually paving the way for the subsequent establishment and listing of Global Logistics Properties.
Acted for Alpha Investment Partners in the creation of a joint office investment platform with City Developments through Profit Participation Securities in a deal worth S$1.5 billion.
